Sustainable Village Development: The Role of Village Government in Community-Based Waste Management in Bawuran Village

Sustainable waste management remains a major challenge in rural development. This study examines the role of village heads and local government in promoting community-based waste management in Kalurahan Bawuran, Pleret, Bantul, using a socio-legal approach and the theory of transformational leadership. Data were collected through interviews, observations, and literature review, and analyzed qualitatively. The findings reveal that village leaders act as facilitators, innovators, and mobilizers in establishing an inclusive and sustainable waste management system. Transformational leadership, supportive village policies, active community participation, and adequate infrastructure are key factors contributing to program success. Moreover, social legitimacy and community engagement are essential for effective environmental governance. This research contributes to the discourse on rural social development by emphasizing the importance of synergy between local governance and community participation in achieving sustainable development goals. The findings are relevant to strengthening responsive and participatory environmental social policy design at the local level.
