Implementasi Balanced Scorecard untuk Pengukuran Kinerja pada Lembaga Pelayanan Publik

Penelitian ini mengkaji implementasi Balanced Scorecard (BSC) sebagai alat pengukuran kinerja di lembaga pelayanan publik di Indonesia. Dengan pendekatan kualitatif, data dikumpulkan melalui wawancara mendalam dengan lima narasumber kunci dari berbagai organisasi pelayanan publik. Temuan menunjukkan bahwa implementasi BSC meningkatkan keselarasan strategis, memperjelas indikator kinerja, dan mendorong akuntabilitas di lembaga-lembaga tersebut. Pada saat yang sama, tantangan seperti pemahaman staf yang terbatas tentang konsep BSC, resistensi terhadap perubahan organisasi, dan kendala teknologi juga diidentifikasi. Strategi seperti pelatihan berkelanjutan, dukungan kepemimpinan, dan integrasi teknologi secara bertahap ditemukan dapat memfasilitasi adopsi yang sukses. Studi ini memberikan wawasan praktis untuk meningkatkan pengukuran dan manajemen kinerja di organisasi layanan publik Indonesia.
